UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent poll of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group for major urban areas in England reported that six out of ten of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and land to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of councils attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would focus on service redesigns and utilising financial reserves to weather increasing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in southeast England said its property management strategy featured the sale of a retail complex in Rainham and a social club in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Local Levy Rises and Broader Fiscal Pressures

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise council taxes next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities recently further found local finances being strained by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those changes was recently delayed.

Deprivation and Financial Gaps

According to the latest deprivation measures (IMD) covering UK local authorities, many key cities members were among the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of England. The figures highlights the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of disadvantage and need,” stated Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the study revealed.
